MPG Contributions to Myanmar’s HIV Response in 2025 Community-Led Solutions Advancing Equitable Access, Dignity, and Life-Saving Care

In 2025, MPG strengthened the national HIV response through a comprehensive package of community-led, people-centred, and rights-based interventions across 15 States and Regions. These efforts ensured that people living with HIV and key populations could access essential services in environments grounded in dignity, equity, and respect. 

In a context where structural barriers—including stigma, discrimination, and financial hardship—continue to affect access to care, MPG’s work demonstrates the critical role of community systems in sustaining treatment outcomes and reaching underserved populations.

Expanding Access to Life-Saving Services

MPG delivered large-scale counselling and psychosocial support, reaching more than 84,000 individuals through over 95,000 sessions. These services strengthened treatment adherence, improved wellbeing, and supported informed health decisions. 

To address financial barriers to care, MPG supported over 14,000 individuals with transportation assistance, enabling continued access to Antiretroviral Therapy (ART) and reducing interruptions in treatment. 

Focused efforts to trace and re-engage individuals who had disengaged from care resulted in a 90 percent return-to-treatment rate. This outcome highlights the effectiveness of community-led approaches in ensuring continuity of care and preventing adverse health outcomes. 

Protecting Health Through Social Support and Crisis Response

Recognizing that health outcomes are shaped by social and economic conditions, MPG integrated social protection into HIV programming to support vulnerable populations.

Emergency assistance reached more than 14,000 individuals in Mandalay, while nearly 3,700 individuals in Yangon received food support through partnership initiatives.

Additional services—including hospitalization support, food assistance, and funeral support—helped reduce the burden on affected households and ensured that individuals could continue treatment during periods of crisis and hardship. These interventions played a critical role in safeguarding both health outcomes and human dignity.

Strengthening Accountability and Protecting Rights

MPG’s Community Feedback Mechanism (CFM) under leadership of Community Network Consortium (CNC) for HIV enables individuals and communities to report barriers related to service access, stigma, and discrimination, and to receive timely support.

In 2025, more than 2,000 cases were documented, with over 80 percent successfully resolved. This approach reinforces accountability, strengthens service quality, and promotes inclusive, responsive systems that reflect the needs and experiences of affected communities.

Expanding Access Through Community and Digital Platforms

MPG expanded access to essential support through its confidential HIV hotline, reaching more than 5,500 individuals with counselling, information, and referrals.

At the same time, youth-led initiatives reached over 4,400 adolescents with HIV prevention and comprehensive sexuality education, strengthening knowledge, agency, and long-term resilience among young people. 

Efforts to reduce stigma were further reinforced through engagement with community and faith leaders, contributing to more supportive and inclusive environments.

Reinforcing Health Systems Through Community Partnership

MPG worked closely with public health systems to strengthen service delivery through the deployment of trained support staff, enhancing data management, patient tracking, and coordination of care. 

This collaboration demonstrates how community-led organizations can extend the reach and effectiveness of national programmes, particularly in reaching populations that are often underserved by conventional systems.

Delivering Measurable Impact

Across all interventions, MPG delivered measurable results that contribute to improved access, retention, and equity in HIV services. These outcomes reflect the value of sustained engagement with communities and the effectiveness of integrated, people-centred approaches.

Sustaining Progress Through Continued Investment

The evidence from 2025 highlights a clear conclusion: community-led responses are central to sustaining progress in the HIV response and reaching those most affected by persistent barriers to care.

Targeted investments in community systems have demonstrated strong returns in terms of improved treatment continuity, reduced service gaps, and enhanced resilience among vulnerable populations.

Sustained and strategic support is essential to maintain these gains and expand proven interventions. Continued investment will enable the scale-up of community-led solutions that deliver life-saving services, strengthen health systems, and ensure equitable access for all.

MPG also extends its appreciation to regional and global networks, including the Asia Pacific Network of People Living with HIV (APN+) and the Seven Alliance Learning Hub, for their ongoing support in fostering knowledge exchange, capacity strengthening, and regional collaboration. These partnerships have played a key role in promoting community leadership, enhancing program quality, and advancing inclusive approaches to HIV prevention, treatment, and care.

In addition, MPG recognizes the invaluable contributions of community partners within the Community Network Consortium (CNC), whose leadership and engagement are central to the delivery of community-led HIV responses. This includes Myanmar MSM and Transgender Women Network (MMTN), Sex Workers in Myanmar Network (SWiM), National Drug Users Network Myanmar (NDNM), Myanmar Youth Stars (MYS), Myanmar Positive Women Network (MPWN), Myanmar Interfaith Network on AIDS (MINA–PPSSM), and the National NGOs Network (3N). Through their sustained efforts, these networks have strengthened community outreach, enhanced service access for key populations, and ensured that HIV responses remain responsive to the realities and needs of affected communities.

Collectively, these partnerships have enabled MPG to deliver life-saving HIV services, address structural barriers to care, and promote equitable, rights-based access for people living with HIV and key populations across Myanmar. MPG remains committed to continuing this collaborative approach to ensure sustained progress, strengthen community systems, and contribute to a resilient and inclusive national HIV response.
