A Tribute to Dedicated Leadership

MPG proudly recognises and celebrates the remarkable contribution of Mrs. Thaung, widely known as Ma Lu, whose decade of leadership has played a defining role in strengthening both the organisation and the broader community response to HIV in Myanmar.

On behalf of the Board of Directors, we extend our deepest appreciation for her dedicated service, strategic leadership, and unwavering commitment to the communities MPG serves.

A Journey of Commitment and Impact

Ma Lu’s journey with MPG reflects far more than a progression of roles—it represents a sustained commitment to community leadership, institutional growth, and inclusive governance.

Over the years, she served in key leadership positions:

  • Secretary (2016–2018)
  • Chairperson (2018–2021)
  • Network Coordinator (2021–2026)

Across each role, she demonstrated consistency, integrity, and a clear strategic vision, helping guide MPG through periods of transformation and growth.

Strengthening Leadership and Governance

A defining feature of Ma Lu’s leadership has been her commitment to continuity and good governance.

She assumed the role of Chairperson through a smooth and well-managed transition, ensuring organisational stability and trust. In turn, she upheld the same standard by supporting the transition to the current Chairperson through:

  • Structured handover processes
  • Mentorship and guidance
  • Continued availability and support

Her approach strengthened MPG’s governance systems and ensured leadership continuity during critical moments of change.

Driving Organisational Growth and Community Impact

During her tenure, MPG experienced significant institutional and programmatic expansion:

  • HIV prevention services were scaled up across 30 townships
  • Community feedback mechanisms were implemented in 40 townships, strengthening accountability and service responsiveness
  • MPG secured major international funding, diversifying its resource base and increasing operational capacity
  • Partnerships with key population networks were strengthened, contributing to a more coordinated, community-driven national HIV response

These achievements reflect her ability to balance strategic leadership with practical implementation.

Leadership in Times of Crisis

Ma Lu’s leadership was particularly critical during periods of unprecedented challenge, including the COVID-19 pandemic and subsequent national crises.

During these times, she ensured:

  • Continuity of essential HIV services
  • Strong community-based support systems
  • MPG’s role as a reliable and trusted partner within the national response

Her steady and resilient leadership enabled the organisation to adapt, respond, and continue serving communities in need.

Contributing to National and Global Knowledge

Beyond programme implementation, Ma Lu contributed to strengthening the evidence base of Myanmar’s HIV response.

She co-authored a collaborative publication with the National AIDS Program, WHO, and UNAIDS, documenting Myanmar’s experience in maintaining antiretroviral therapy (ART) services during the COVID-19 pandemic.

This work reflects her commitment to ensuring that community perspectives are captured, documented, and recognised within global public health discourse.

Elevating Community Voices on the Global Stage

Her leadership has also received international recognition.

  • Featured by UNAIDS for her role in community-led advocacy
  • Represented Myanmar’s community response in global platforms, including World AIDS Day

Through these platforms, she helped raise the visibility of community leadership and lived experiences in shaping HIV responses.

Strengthening Teams and Organisational Culture

Internally, Ma Lu played a pivotal role in:

  • Guiding the Senior Management Team
  • Supporting the Executive Committee
  • Strengthening organisational systems, culture, and effectiveness

Her leadership fostered a culture of collaboration, accountability, and shared purpose.

A Continuing Role in MPG’s Journey

As Ma Lu steps down from her formal role due to family commitments, the Board recognises this transition with deep respect and gratitude. We are pleased that she will continue to support MPG as a Community Advisor, providing valuable guidance as the organisation moves into:

  • Global Fund Grant Cycle 8 implementation
  • Continued support to NSP V

Her experience and insight will remain an important asset in the years ahead.
